BYLAWS
of the
SCHOOL-TO-WORK CAREERS
SECTION
(SCHOOL-TO-WORK, TECH PREP, HIGH SCHOOLS THAT WORK)
of the
NEW AND RELATED SERVICES DIVISION
of the
OKLAHOMA ASSOCIATION FOR CAREER AND TECHNOLOGY EDUCATION
ARTICLE I – NAME
The name of this organization shall be the School-to-Work Careers Tech Prep Education Section, (School- to-Work, Tech Prep, High Schools That Work) of the New and Related Services Division (NRS) of the Oklahoma Association for Career and Technology Education (OkACTE). Hereafter this will be referred to as “organization.”
ARTICLE II – OBJECTIVES
The objectives of the organization are:
To encourage career development, professional involvement, and leadership among members.
To foster excellence in the organization’s programs.
To advocate state and national public policy to benefit the organization.
To promote School-to-Work, Tech Prep, and High Schools That Work.
To develop short-and long-range plans.
To encourage dissemination and sharing of information, educational practices, and new ideas.
To encourage cooperative working relationships with other agencies, organization, and institutions.
To inform members about trends, plans, polices and current activities and occurrences in the field which have implications for the promotion, development, and welfare of Career Education.
To recognize outstanding members and accomplishments.
ARTICLE III – MEMBERSHIP
A. FULL MEMBER
A full member is defined as an individual who maintains good standing in the ACTE, OKACTE, and NRS, and who subscribes to the objectives presented in Article II.
B. ASSOCIATE MEMBERS
Persons including support staff who ascribe to the objectives of the organization, but do not meet the requirements for full membership.
Persons including support staff are only required to join OkACTE at $50.00 annual dues. OkACTE dues are transmitted to the Executive Director by the STW Section; section dues are maintained by the section.
Associate members can attend meetings and receive related correspondence.
Associate members shall not be eligible to hold office or vote on the Section’s Business.
C. MEMBERSHIP DUES
Membership dues shall be $10.00 annually.
The annual membership period shall be from July 1 through June 30.
ARTICLE IV – OFFICERS
The officers of the organization shall be a President, President-Elect, Secretary, Treasurer, Reporter, and the Immediate Past President. These Officers, in addition to the Advisor, will constitute the Executive Committee. The Executive Committee shall be the administrative body of the organization and shall be empowered to transact business on behalf of the organization.
A. The President shall:
Preside at all meetings of the organization.
Serve as Chairman of the Executive committee and as ex-officio member of all Section committees, with the exception of the Nominating Committee.’
Appoint members to various committees.
Provide written authorization to the Treasurer, prior to the disbursement of funds.
Serve on the NRS Executive Committee.
Carry out the general purposes of the organization, NRS, OkACTE, and ACTE.
Perform such duties as directed by the Executive Committee.
B. The President-Elect shall:
1. Preside at all meetings during the absence of the President.
2. In the event that the President cannot complete his/her term of office, assume the offices and duties of both the President and President-Elect to then serve the following elected term as the President.
3. Serve as the chair of the Membership Committee.
4. Establish a program of work with assistance of the Advisory Committee.
C. The Secretary shall:
1. Prepare minutes of all business and Executive Committee meetings, distribute agendas, and handle general communication matters.
2. Prepare and mail copies of the minutes to the Executive Committee members for corrections, within a month of the recorded meeting.
3. Provide copies and/or read the minutes from the previous organization’s meeting to the membership during scheduled meetings.
D. The Treasurer shall:
1. Maintain a current roster of members.
2. Be responsible for receiving and accounting for all organizational funds.
3. Disburse funds upon written authorization of the President or Advisor.
Such disbursement shall be accompanied by receipt or written voucher.
4. Maintain financial records and present financial reports on request of the Executive Committee and to the membership at scheduled meetings.
5. Prepare a proposed annual budget to operate from August 1 through July 31.
E. The Reporter shall:
1. Serve as the Reporter for the “OkACTEtion” publication and the “NRS Newsletter”.
2. Produce and distribute organizational news through the CareerTech, School-to-Work, High Schools That Work, Tech Prep website.
F. The Past President shall:
1. Chair the Nominating Committee.
2. Serve in an advisory capacity.
3. Perform other duties as requested.
G. The Advisor shall:
1. Serve as a non-voting member of and in an advisory capacity to the Executive Committee and general membership.
2. Monitor state, regional, and national activities related to the organization and keep the Executive Committee informed of these activities.
3. Provide guidance and leadership in identifying and meeting professional needs.
4. Work in a liaison capacity prior to meetings, to ensure coordination of Sectional schedules.
An election of Officers, with the exception of the President and Immediate Past President, shall be held during the annual summer conference. The term of office for each Officer, with the exception of the Treasurer who shall serve a two-year term, shall be one year commencing with the annual election of Officers, and ending with the election of new Officers. In the event that an Officer other than the President or President-Elect cannot complete his/her term of office, the President may appoint a member in good standing to assume the duties of that office for the balance of the term. At the completion of that term, the appointee may run for regular election to that office, if so desired.
ARTICLE V – COMMITTEES
There shall be an Advisory Committee consisting of the Executive Committee and an appointed member of any subsection not represented. The Advisory Committee shall include representatives of the following categories:
§ School-to-Work
§ Tech Prep
§ High Schools That Work
§ OSSAC
If any these categories are not represented by the Officers, a representative shall be appointed by the President for the remainder of the term of office. The Advisory Committee shall provide insight on a program of work, membership activities, and other functions of the organization.
A Membership Committee, appointed and chaired by the President-Elect, shall be responsible for promoting the Section and for recruiting members.
A Nominating Committee, appointed by the President and chaired by the Past President, shall be responsible for selecting a slate of candidates and for providing ballots for the election of the various officers at the next annual election.
An Awards Committee, appointed by the President, shall be responsible for the awards program.
A Conference Planning Committee, appointed by the President, shall be responsible for planning the organizational conference activities.
A PAC Committee, appointed by the President, shall be responsible for related activities.
Ad Hoc Committees may be formed and members appointed by the President.
ARTICLE VI – MEETINGS
Membership Meetings
1. The organization shall meet during the annual summer conference and midwinter conference (if held). Additional meetings may be called by the Executive Committee with 30 days notice to the membership.
2. The members present shall constitute a quorum.
3. The Executive Committee may call meetings at the written request of at least 10% of its members.
Committee Meetings
1. Committee meetings shall be called by the Chair. If the Chair is absent or neglects to call a meeting, the committee will meet on the call of any two of its members.
2. The President shall serve as an ex-officio member of all committees with the exception of the Nominating Committee.
3. The Members present shall constitute a quorum.
4. Committee reports shall be provided by the Chair to the President, Executive Committee, or membership upon request.
ARTICLE VII – AMENDMENTS TO THESE BYLAWS
Amendments may be made by a two-thirds vote of the members present at a scheduled meeting.
The Bylaws may be amended or revised at any meeting of the organization by a two-thirds vote of all members present, provided the amendment(s) has/have been submitted in writing to the President at least 60 days prior to any scheduled meeting. The Executive Committee shall submit any properly received amendment(s) to all members at least 30 days prior to any scheduled meeting. Proposed revisions become operative upon arrival by a two-thirds vote of the membership present.
ARTICLE VIII – PARLIAMENTARY AUTHORITY
Robert’s Rules of Order shall govern any provisions not explicitly covered by the Bylaws of the organization.
ARTICLE IX – DISSOLUTION OF THE ORGANIZATION
In the event that the organization is dissolved, all assets remaining after payment of outstanding debts and obligations shall be transferred to the NRS of the OkACTE.
